Prior to the announcement of the EDG Grant, SMEs had access to the CDG (Capability Development Grant) program as a support mechanism. It was administered by SPRING Singapore, which has since merged with IE Singapore to form Enterprise Singapore. The EDG Grant thus has combined features that represent both the administering agencies.

Those who work in Singapore's arts and cultural industry are encouraged and supported to continue their professional development through the Capacity Development Grant (CD Grant).

The following training initiatives or programs that last no longer than 12 consecutive months are supported by the grant, which is available to both people and organizations:

- Professional development and training programs

- Activities for on-the-job training

- Apprenticeships and mentoring

- Possibilities for peer-to-peer learning
